The United Kingdom and the United States have concluded a major commercial pact that will maintain no levies on British pharmaceutical products entering the American market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has agreed to increase spending on drugs through the public health system. This pledge ensures that tariffs on these crucial products will remain at nothing for a duration of 36 months.

This deal follows recent threats to hike import taxes on branded pharmaceutical products, with increases floated up to 100%.

"This agreement with the Britain reinforces the global environment for new treatments and establishes long-overdue balance to U.S.–U.K. pharmaceutical trade," an announcement noted.

Economic Impact

Medicines represent one of the UK's biggest goods shipped to the United States, which is by far the largest buyer for large companies like GSK and AstraZeneca.

Trade data indicate that in the 12 months to the end of last September, the UK sold medicines worth over eleven billion pounds to the US. This amount represented a significant portion of all goods exports in that span.

"This guarantee secures employment, stimulates capital expenditure and sets the stage for the UK to become a worldwide center for life sciences," a minister remarked.

Detailed UK Commitments

The pact includes several key changes from the UK:

  • Higher Cost Ceiling: The UK will increase the price threshold at which it deems new therapies to be too expensive by 25%.
  • Higher Drug Budget: There is a target to raise overall public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Payback Limit: The sum manufacturers must refund to the NHS to prevent overspending will be capped at fifteen percent. Previously, repayments exceeded twenty percent.

Broader Context

The pact follows a long-running dispute between the drug companies and the British authorities over drug pricing and NHS adoption.

These tensions were heightened by claims that US customers were charged a premium for the equivalent treatments than people in the UK and Europe.

Over the last 18 months, several large drug company projects in the UK have been halted or scrapped, while major investments have been directed toward US facilities.

The Science Minister publicly accepted that the NHS needed to invest a greater share on drugs, noting that its expenditure on drugs had declined as a proportion of its total funding over the last ten years.
